Setting the correct business intelligence strategy can certainly ensure the success of BI technology implementation.  Without a correct strategy for BI implementation, the innovative technology that can automate the communication and intelligence aspect of the business operation would be meaningless.  The business intelligence strategy sets the overall parameters of how the technology would be used and unifies the entire enterprise in the purpose of having a business intelligence application.
