The Dublin Core Metadata Initiative (DCMI) is an organization that is dedicated in developing interoperable online metadata standards that support a broader range of purposes that will enable more intelligent information discovery systems. As an organization, its three major characteristics (also known as the three I’s) include:
(a) Independent – DCMI is not controlled by any interests and is not biased towards specific domains nor does it command specific technical solutions;
(b) International – DCMI encourages the participation from organizations around the world, recognizing cultural and linguistic differences; and
(c) Influenceable – DCMI is an organization that aims in building consensus among participating organizations.

Such characteristics make it easier for DCMI to provide simple standards to facilitate the finding, sharing and management of information.

“Dublin” in the name refers to Dublin, Ohio where the work was originated in 1995 by OCLC. “Core”, on the other hand, refers to the fact that metadata element is a basic yet expandable in nature. As defined by ISO in 2003 ISO Standard 15836, and NISO Standard Z39.85-2007, the Dublin Core metadata element is being used to describe digital materials such as sound, video, text, image and media link web pages.

DCMI is built on a community of individuals from many different disciplines and backgrounds located in institutions all over the world that are committed in building and developing practices, policies, standards and technologies. To promote the widespread acceptance of metadata practices and standards, DCMI holds activities that include global conferences and workshops, standard liaison and other educational efforts. As of this time, DCMI still continues to attract organizations worldwide to act as a team in designing and developing metadata standards and technologies.
